1. Description 

Project Title

Security Service at the Korean Embassy and Residence

Project Site

Office Building and Residence at the Korean Embassy Premises

Contract Period

June 1st 2024 ~ May 31st 2025 (One Year)

Task Description

Refer to attached ‘Task Instructions (Security Service)’

Bidding Method

Qualification Examination:

The successful bidder is determined by examining the performance capability of the contract, in order from the lowest bidder (bidding price should range between the minimum rate of bidding and the estimated price)

Wednesday, May 15th 2024

Project Budget

RM 398,442 (including taxes, duties, and agreement stamping fees)


2. Qualification

  • A.Business with valid business license and security agency license under Malaysian laws as of bid opening date, and which has ever performed security services for at least one foreign embassy / High Commission (at its own premises) in Malaysia over the last five years

  • B.Business which is not classified as inappropriate business entity under Malaysian law

  • C.Business which is able to carry out the duties set out in the attachment (Task Instructions)

  • D.Business which is engaged in liquidation, M&A, disposal and court receivership is not allowed to bid.

  • E.Bidding made by a company not qualified to participate in competition under the conditions above shall be null and void.


3. On-site Orientation

  • A.This project does not provide any on-site orientation. Please visit the Embassy for site survey before joining the bid.

  • B.Any liabilities arising from failure to perform the above will be borne by the bidder.


4. Bid Procedure

  • A.E-mail the registration form and required documents to korem-my@mofa.go.kr   or submit by post. (By midnight on May 15th, 2024) The Embassy will open and check the tender documents at 09:00 am, on May 16th, 2024.

  • B.Among the bidders, who bid at the lowest price between the minimum rate of bidding and the estimated price will be chosen as the first priority bidder for qualification examination. 

  • -Estimated Price will be determined at random between ±2% of the Project Budget (RM 398,442).

  • -Minimum rate of bidding is 87.995% of the Estimated Price.

  • C.The Embassy will require the first priority bidder to submit the documents for qualification examination within 5 days. It will be the successive bidder if it gets at least 85 points of total score after review of its qualification. 

  • D.If it turns out to be unqualified for the project or unable to fulfill the contract due to unforeseen circumstances, it must submit a letter or waiver. In this case, the next bidder in priority will be evaluated to sign the contract.

  • E.Successful bidder must sign the contract within 7 days from the day of result announcement.

  • C.Brief Portfolio (Performances for the last 5 years including the amount; Free-format)

  • D.[Form 5] pledge of Working Conditions Implementation

  • E.Financial Statements (including credit rating, if any) for the year 2023

  • F.Business license, security agency license, security guard training certification issued in Malaysia, approval letter for importation of foreign security workers issued by the authorities concerned in Malaysia

  • G.Contract which reflects the details set out in the business proposal and task instructions

  • H.Background check (criminal record) certificate issued by the Malaysian authority and letter of guarantee for every security guards assigned in the contract

Bidding Price

If the Bidding Price does not exceed the Estimated Price and is more than 94% of it, the value of the “Bidding Price / Estimated Price” will be fixed at 94%.


7. Bid Bond and Reversion of Amount of Bid Bond to National Treasury

  • A.Bid bond is exempted for a bidder who falls under the Article 37 (3) of ‘Enforcement Decree of the Act on Contracts to which the State is a Party.’ Considering the difficulty of obtaining Letter of Guarantee and Guarantee Insurance from the financial institution and insurance company in Malaysia, bid bond will be exempted as per the Article 37 (3) of ‘Enforcement Decree of the Act on Contracts to which the State is a Party.’

  • B.However, bidders exempted from the bid bond must submit the Memorandum of Bidding Payment in order to ensure the payment of an amount corresponding to the amount of the bid bond as per the Article 37 (4) of the Act. If the successful bidder does not conclude the contract, it must immediately pay the bid bond (5/100 of the tendered amount) in cash.

8. Others (Examples)

  • A.Bidders must be fully aware of all the particulars related to the project before they participate in the bid. If you have any inquiries, please contact the person in charge first before submitting your bid. It is the bidder’s responsibility for not understanding the project properly before joining the bid. 

  • B.Successful bidder must sign the contract within 7 days from the date of result announcement. The bidder must sign the Pledge of Confidentiality and Confirmation of the Reference, and submit the Pledge and Security Agreement of each security guards.
